Invitation to Tender: AI & the Primary Prevention of VAWG in Scottish Government Policymaking

Engender’s Delivering Equally Safe project explores how the primary prevention of violence against women and girls (VAWG) can be embedded across different areas of public policy.

Through this work, we have identified three key components of a primary prevention approach to policymaking: 

• Women are fairly and equally represented in policymaking roles 

• All policymakers use intersectional gender analysis in the policy process 

• All policymakers mainstream primary prevention in their work 

As the use of artificial intelligence (AI) tools becomes more common in government policymaking and in wider society, there are important questions to answer about its impact on primary prevention and gender mainstreaming. 

We are seeking a consultant to: 

• map the use of AI in Scottish Government policymaking, with a focus on policy drafting, Equality Impact Assessments (EQIAs), and evidence analysis 

• identify potential risks and opportunities AI might pose to embedding primary prevention and wider gender mainstreaming in Scottish Government policymaking, with a particular focus on: women’s representation in policymaking roles; use of intersectional gender analysis in the policy process; and the promotion of primary prevention in the policy process 

• consider how AI could affect policy development in areas relevant to women’s inequality, including social security, childcare and housing 

• produce recommendations for the Scottish Government and other relevant stakeholders on the use of AI in a way that is compatible with the Equally Safe Strategy, the Equalities and Human Rights Mainstreaming Strategy, and the Public Sector Equality Duty
